In the fortification regiment in Paradis, with the help of Chinese specialists, a military object of particular importance is being built. Ben Heta, who has just finished his studies at the University of Tirana, is assigned to work in that facility. Ben is elected the secretary of the youth committee of the regiment and since he knows the Russian language, he starts working as a translator and companion of the group of Chinese specialists. Ben's appointment coincides with the period of war against foreign shows and liberal attitudes towards them. The commissar of the regiment, Alo Kapetani, grabs the "warrior's flag" and organizes several activities, which clearly show his level. The way he seeks to carry out instructions coming from higher authorities makes him laughable.
