My idea was to govern differently, establishing the rule, the law. That's why I contacted merchants and craftsmen, because only they could flourish the economy of this country. I encouraged them to trade with the ports of Genoa, Trieste, etc.; entrepreneurs built new roads, bridges, inns, so that the caravans could export everything good that was produced in the rich fields of Epirus. Economic strengthening would bring simultaneously the strengthening of the army and power. I kept the Orthodox, the Jews and the Vlachs close and I did not allow any quarrel or religious war to arise with the Muslims. Even all the foreigners who came wondered about it. Albania could not be governed differently. The main one was education. Then the "Zosimea" lyceum was created.
